Structural steel construction in the UAE follows five stages: engineering and design, detailing and shop drawings, fabrication, blasting, painting and fireproofing, and erection on site. Each stage follows a set standard, such as Eurocode 3 or AISC 360 for design and ISO 12944 for coatings, and delays usually occur where one stage hands over to the next.
A steel structure passes through many hands: the designer, the detailer, the fabricator, the painter and the erector. Most delays in structural steel construction in the UAE happen at the handovers between them, when drawings, steel or responsibility move from one party to the next. This guide walks through the five stages of a steel project, from engineering to erection, explains what drives how long each takes, and shows how to choose a partner. Look for steel companies in UAE that manage the handovers, not only the work, and read how to choose a partner before you shortlist.
Structural steel construction is a method of building where the main frame, meaning the columns, beams and bracing, is made from steel. The members are made in a factory, then transported and bolted together on site. The steel frame carries the building's loads, while floors, walls and cladding attach to it.
The frame works as a system. Columns carry vertical loads down to the foundations, beams carry floor and roof loads to the columns, and bracing or moment connections resist wind. Each member is cut from hot-rolled sections and plates and made to drawing in a factory, so it can be drilled and checked before steel leaves for site.
In the UAE, steel structure construction is used across several sectors:
Factory control is what separates steel construction from methods built mostly on site.
Structural steel construction is chosen in the UAE mainly for speed, span and flexibility. Frames are made in a factory while the site is prepared, so the two run in parallel. Steel is also lighter than a concrete frame, spans wide column-free spaces and can be extended later.
For steel building construction in Dubai and across the UAE, the main advantages are:
The UAE context shapes the design. Fast-track programmes reward off-site work, coastal humidity raises corrosion risk, and summer heat affects site working hours, which is another reason to move work into a controlled factory. Steel has one clear limit: it needs corrosion protection and fire protection, which add stages and must be planned from the start.
Steel wins on speed, span and flexibility, and pays for it with coating and fire protection stages.
The stages of steel construction run in a fixed order: engineering and design, detailing and shop drawings, fabrication, blasting, painting and fireproofing, and erection with handover. Each stage depends on the accuracy of the one before it and produces the documents the next stage needs. This is the structural steel construction process in brief.
Each stage ends with an approval or inspection point, such as consultant approval of shop drawings or third-party inspection of coatings, so problems are caught before the next stage starts. The table summarises each stage, the standard it usually follows and what it delivers.
| Stage | What happens | Key standard | Output |
|---|---|---|---|
| 1. Engineering and design | Load analysis, member sizing, connection design | Eurocode 3 (EN 1993), AISC 360 or BS 5950 | Approved structural design |
| 2. Detailing and shop drawings | 3D model, shop drawings, material take-off | Project specification | Approved shop drawings |
| 3. Fabrication | Cutting, drilling, fitting, welding, NDT | EN 10025-2 steel; AWS D1.1 or EN 1090-2 welding | Inspected steel members |
| 4. Blasting, painting and fireproofing | Surface preparation, coating, fire protection | ISO 8501-1 and ISO 12944 | Protected steel members |
| 5. Erection and handover | Delivery, lifting, bolting, alignment | Project erection specification | Erected frame and records |
Engineering and design turn the building's loads into a steel frame that can be built. The structural consultant sets the design code, such as Eurocode 3 (EN 1993), AISC 360 or BS 5950, and the engineering team analyses loads, sizes members and designs the connections.
Load analysis checks how dead, live, wind and other loads travel through the frame. Member sizing selects each column, beam and brace, and connection design details how they join. Our structural steel engineering services cover these steps, and the role of a steel engineering company is explained in more detail in a separate article.
Several parties are involved. The structural consultant owns the overall design, the steel contractor's engineering team develops the steel design and connections, and the main contractor and developer receive the approvals. Design approval means the consultant reviews and accepts the calculations and drawings before detailing starts. Where required, authority approvals such as Dubai Municipality follow the project's permit route.
Early engineering input also supports value engineering. Choosing standard sections, simplifying connections and agreeing the fire rating per member before detailing can reduce tonnage and rework later. Changes after design approval ripple through detailing and fabrication, so the design should be frozen before shop drawings start.
A frozen, approved design is the cheapest point to stop rework.
Detailing converts the approved design into a 3D model and a drawing for every part. In Tekla Structures, detailers model each member and connection, produce the shop drawings and generate the material take-off, the list of steel the project needs. The consultant approves these before fabrication starts.
Detailing matters because errors caught in the model are cheap to fix. A clash between a beam and a duct found in the 3D model costs a drawing revision. The same clash found on site costs cutting, re-welding and crane time. Shop drawings also give the fabrication team exact dimensions, hole positions and weld details, so the factory builds what the design intends.
The material take-off also feeds procurement, so long-lead items such as heavy plate can be ordered early, and the 3D model is coordinated with architectural and MEP drawings. A late approval holds up every stage behind it, so agree an approval route and response time with the consultant before detailing begins.
A clash fixed in the model costs a revision; the same clash fixed on site costs a crane.
Fabrication turns approved shop drawings into finished steel members in the factory. Material arrives with mill certificates, the steel grade is checked, and the steel is cut, drilled, fitted, welded and assembled. Quality checks run throughout, including weld inspection and dimensional checks.
Material arrives with EN 10204 3.1 mill certificates, which confirm the grade, such as S275, S355, ASTM A36 or ASTM A572. Our guide to steel grades for UAE projects compares them. CNC cutting and drilling then shape each part to the shop drawing, and fitters assemble the members before welding.
Welding follows the standard the project specifies, such as AWS D1.1 or EN 1090-2. Non-destructive testing, including ultrasonic (UT) and magnetic particle (MT) testing, checks welds where the specification calls for it. Read the steel fabrication process explained for each step from design to delivery.
Fit-up comes before welding, and dimensional checks after assembly confirm each member matches its shop drawing within tolerance. Every piece carries a unique mark, so it can be traced from the mill certificate to its position on site. The shop floor also follows the erection sequence, so members needed first on site are fabricated first.
As a steel fabrication company in UAE, ASSENT STEEL fabricates in 15 fabrication bays with a capacity of 120,000 tonnes per year.
A unique mark on every piece ties each member back to its mill certificate.
Blasting, painting and fireproofing protect the steel from corrosion and fire. Shot blasting cleans the surface to ISO 8501-1, often Sa 2½, coatings are chosen by ISO 12944 corrosion category, and fireproofing is applied to the fire rating the design requires. Together they decide how long the frame lasts.
Blasting removes rust and mill scale and gives the paint a surface to grip, which is why blasting before painting affects coating life. The coating system follows the ISO 12944 corrosion category, and coastal UAE sites are often C4 to C5.
Fireproofing is applied to a fire rating, expressed in minutes, such as 60 or 120. The two common systems are intumescent coatings, which swell under heat, and cementitious systems. They must comply with the UAE Fire and Life Safety Code and are approved by Dubai Civil Defence.
Coating thickness is checked as dry film thickness (DFT) against the approved paint specification. Timing matters in humid UAE conditions, because flash rust can form between blasting and priming, so surface preparation and priming follow each other closely. Fireproofing may be applied in the factory or on site, depending on the specification and the programme.
Our steel blasting and painting services in UAE run at a painting capacity of 84,000 m² per month.
In humid conditions, blasting and priming need to follow each other closely.
Erection puts the fabricated steel together on site. Members are delivered in erection sequence, lifted by crane, bolted and aligned within tolerance, and damaged coating is touched up. The stage ends with handover of inspection records, as-built drawings, and coating and NDT reports.
Delivery follows the erection sequence so that each member arrives when the crew needs it. Bolting is either snug-tight or pretensioned, depending on the connection design. Alignment is checked against tolerance before the next level goes up.
On site, cranes lift each member into position and the crew makes temporary connections before final bolting. Surveyors check line and level as the frame rises, and alignment is signed off before decking or cladding trades follow. Coating touch-up repairs damage from lifting and bolting, so the protection system stays continuous.
Summer conditions matter in the UAE. Heat and wind limits apply to crane lifts, and the summer midday work break shortens the working day, so heavy lifts are planned around cooler hours. Many delays come from sequencing and site readiness, as covered in why steel erection projects get delayed.
As a steel erection company in UAE, ASSENT STEEL erects up to 4,000 tonnes per month. At handover, the main contractor receives inspection records, as-built drawings, and coating and NDT reports.
Each stage hands the next one its documents, so the frame is only as reliable as its handovers.
Time and cost depend on the same factors: tonnage, complexity, steel grade, coating and fire rating, site access and approvals. This guide gives no fixed prices or durations, because they only mean something against drawings and a specification. A stage-by-stage programme is more useful than a single lead time.
The main drivers are:
Approvals deserve early attention, because a late consultant comment on shop drawings can hold fabrication even when the factory has capacity. Site access matters too, since crane position, laydown area and delivery windows limit how fast steel can go up. Each driver moves both programme and cost. For a deeper look at the cost side, see what drives steel fabrication cost in Dubai.
Drawings and a specification turn time and cost from a guess into a programme.
Choose a partner that can manage the handovers, not only one stage. One contractor for engineering, fabrication, coating and erection means fewer handovers and one point of responsibility, while separate packages need the client or main contractor to coordinate each interface.
Check these points with any contractor:
Ask to see the facility. Dedicated blasting and painting bays, engineering offices and erection equipment are easier to verify on a visit than in a brochure.
ASSENT STEEL was founded in 2008 and runs a 2.7 million sq ft facility at Dubai Industrial City, UAE, with engineering, fabrication, blasting, painting, fireproofing and erection under one roof. The reasons a single contractor reduces risk are set out in why fabrication and coating should come from the same vendor.
Fewer handovers mean fewer places for a delay to start.
Good structural steel construction in the UAE depends on how well the five stages connect: engineering, detailing, fabrication, coating and erection. Each stage hands documents, steel and responsibility to the next, so the fewer the gaps, the fewer the delays. Knowing the stages helps you ask any contractor who owns each handover and how approvals are tracked. To discuss a project, send your drawings and specification and request a quote.
Structural steel construction is a building method where the main frame of steel columns, beams and bracing is made in a factory and bolted together on site. The steel frame carries the loads, and floors, walls and cladding attach to it. It is common in high-rise, industrial and airport projects in the UAE.
